To explicitly include Persons with Disabilities in to two critical Goals of the Sustainable Development Goals

The Issue

"One in seven people is estimated to have a disability

One in five people living under $1 a day has a disability

One in three of the 72 Million children out of school in 2007 had a disability ( the static has not been updated for the 61 m currently out of school)

Children with disabilities are more than twice as likely not to attend school as others"

Disability framework - Leaving no-one behind, 3rd December, 2014, DFID.

The World Report on Disability estimates that one bellion people live with some form of disability. 80% of them are in developing countries. It is also estimated that Persons with Disabilities constitute 20% of the world’s very poorest people.

there is a reciprocal relationship between disability and poverty in which disabled people are much more likely to be poor than non-disabled people and poor people are much more likely to be disabled.  The consequences of this include: poorer health outcomes, lower educational achievements, and less economic participation. 

People are making efforts in the International arena to influence the Post 2015 Development Agenda to explicitely include persons with disabilities. As part of this endevour, the Open Working Group (OWG) commissioned by the U N General Assembly published its final report on Sustainable Development Goals (SDGs) in July, 2014.

While persons with disabilities /disability are explecitly included in nine items of the SDG Reports, they are omited in Goal 1 (End poverty in all its forms everywhere) and Goal 3 (Ensure healthy lives and promote well-being for all at all ages).

Their inclusion in these two Goals can make a world of difference to millions of live.
